How off-plan buying works in Dubai

  1. Shortlist a project and confirm the developer, permit and live availability.
  2. Pay the developer's EOI, if it asks for one, to hold a unit.
  3. Sign the SPA and pay the first instalment set by the payment plan.
  4. The developer registers the SPA with DLD through Oqood (within 90 days of signing, per DLD).
  5. Pay instalments as per the SPA until handover, then the title deed is issued.

DLD fee: 2% of sale value from seller and 2% from purchaser, plus AED 20 in admin fees, unless the SPA says otherwise (per DLD). Payments go into a project escrow account under Law No. 8 of 2007 (per DLD).
