Dubai market news · 2 November 2026
More Dubai home buyers are paying cash. At one of the city’s major brokerages, cash purchases rose to 44% of residential sales in the third quarter of 2026, up from 36% in the second quarter, after the UAE Central Bank raised its Base Rate to 3.90% in September. Mortgages still fund most of that brokerage’s deals, but banks are expected to tighten how they test affordability, which can cut how much a buyer is approved to borrow. Here is what changed and what it means if you are buying now.

What changed
The UAE dirham is pegged to the US dollar, so the Central Bank follows the US Federal Reserve. In September it raised its Base Rate by 25 basis points, from 3.65% to 3.90%, effective 17 September 2026, and it kept the rate at 3.90% on 28 October. Interbank rates such as Eibor, which most variable mortgages are priced on, move with that policy.
The move is modest, and standard fixed-rate mortgage products are not expected to change much, with only minor pricing adjustments in the fourth quarter. The bigger effect is on approvals. Banks are expected to raise the stress-test rate they use to check whether a buyer can afford the loan, so the same salary can qualify for a smaller mortgage even if the advertised rate barely moves. Buyers who had not reached the final offer letter stage by the end of October may receive revised mortgage offers.
Why more buyers are paying cash
Dubai has always been a cash-heavy market. Across all home purchases, about 83% were cash-funded in December 2025 and about 76% in March 2026. A large part of that is off-plan: around 71% of Dubai home sales in the first half of 2026 were off-plan, and developer payment plans let buyers spread payments over the construction period without a bank loan. Higher borrowing costs add to that, and a deep pool of buyers able to complete without financing gives the market some resilience as rates rise.
Mortgages still matter, especially for ready homes. In August 2026 about 47% of ready-property purchases were mortgage-backed. Banks remain keen to lend to both resident and non-resident buyers and are competing hard for refinancing and mortgage buyout business.
What a rate move does to a monthly payment
On a AED 2,000,000 home with a 20% down payment, the buyer borrows AED 1,600,000. Over 25 years, the monthly repayment changes like this with the interest rate:
| Interest rate | Approx. monthly repayment |
|---|---|
| 6.30% | AED 10,604 |
| 5.30% | AED 9,635 |
| 4.74% | AED 9,113 |
The gap between 6.30% and 4.74% is about AED 1,491 a month, or nearly AED 17,900 a year. These are illustrations, not offers. Introductory fixed rates in 2026 have been advertised from about 3.75%, with three-year fixed packages around 3.89% to 4%, but your rate depends on your profile and the lender.
What it means for buyers
If you are buying with a mortgage, get a fresh pre-approval before you commit, and get the final offer letter in hand before you pay a non-refundable deposit. A higher stress-test rate can shrink your approved amount, so budget on the bank’s number, not the advertised rate.
If you already have a mortgage, a fixed rate protects you until the fixed period ends. On a variable rate, your repayment can change when the loan reprices. If your fixed period has ended, several banks are offering refinancing incentives, including waived processing and valuation fees and reimbursement of early settlement fees.
If you are buying off-plan, the developer payment plan carries you through construction without a bank loan. Plan the handover balance from day one: if you will fund it with a mortgage, that loan is approved on the rules and rates that apply at handover, not today.
If you are a cash buyer, you are competing in the largest part of the market. Cash gives you speed and negotiating room on ready homes, but compare the return on keeping some capital working against the saving on interest.

Frequently asked questions
Are more people buying Dubai property in cash?
Yes. At one of Dubai’s major brokerages, cash purchases rose to 44% of residential sales in Q3 2026 from 36% in Q2. Across the whole market the cash share is much higher, about 76% in March 2026, largely because of off-plan sales on developer payment plans.
What is the UAE Central Bank interest rate now?
The Base Rate is 3.90%. It was raised from 3.65% effective 17 September 2026 and kept unchanged on 28 October 2026.
Will Dubai mortgage rates go up?
Only minor adjustments to standard fixed-rate products are expected in the fourth quarter of 2026. Variable-rate loans linked to Eibor move with interbank rates, so their repayments can change when they reprice.
What is a mortgage stress test?
Banks check affordability at a rate higher than the one you will actually pay, to make sure you could still afford the loan if rates rise. If the stress-test rate goes up, the amount you qualify to borrow goes down, even when the advertised rate does not change.
Can I borrow less than before on the same salary?
Possibly. Banks are expected to raise stress-test rates, which can reduce the loan amount you are approved for. Get an updated pre-approval before you commit to a property.
My mortgage offer was issued before the rate rise. Is it still valid?
Buyers who had not reached the final offer letter stage by the end of October 2026 may receive revised offers. Once you hold a final offer letter, check its validity date and conditions with your bank.
Does the rate rise affect my fixed-rate mortgage?
No, not during the fixed period. Fixed-rate borrowers are protected until the fixed term ends; after that the loan moves to the bank’s variable rate unless you refinance.
Is it a good time to refinance in Dubai?
If your fixed period has ended, it is worth comparing offers. Several banks are offering refinancing incentives, including waived processing and valuation fees and reimbursement of early settlement fees.
How much deposit do I need for a mortgage in Dubai?
Under UAE Central Bank mortgage rules, expatriates buying a first home worth up to AED 5 million can typically borrow up to 80% of the value, so the minimum deposit is around 20%, plus the 4% DLD fee and other costs, which are paid in cash. Limits are lower for higher-value homes, second homes and off-plan property.
Do I need a mortgage to buy off-plan in Dubai?
Usually not during construction. Off-plan homes are paid through the developer’s payment plan into the project escrow account. Many buyers then use a mortgage to fund the balance due at handover.
Should I pay cash or take a mortgage?
It depends on your goals. Cash is faster and avoids interest. A mortgage keeps capital free for other investments and can improve the return on your own money if rents cover the cost. Ovation models both before you buy.
