Dubai market news · 1 November 2026
Dubai Municipality has updated the planning regulations for Al Satwa, one of the city’s oldest central neighbourhoods. The new rules replace a framework built mainly around attached villas with apartment buildings, mixed-use options on the main roads and, for plots of 1,000 square metres or more, up to a ground floor and eight residential floors. It is the clearest signal yet that Al Satwa is being opened up for redevelopment.

The new Al Satwa rules at a glance
| Plot type | What can now be built |
|---|---|
| Plots on internal roads | Ground floor plus two floors of residential apartments (previously mainly attached villas) |
| Plots on external roads | Commercial ground floor with two or three floors of residential apartments, depending on location and planning requirements |
| Plots of 1,000 sqm or more (single or consolidated) | Ground floor plus eight floors of residential apartments, floor area ratio up to 3.5 |
What changed
Until now, most of Al Satwa’s inner plots were planned for attached villas. Under the update, a plot on an internal road can carry a ground floor and two floors of apartments. Plots facing the external roads get more flexibility again: a commercial ground floor, such as shops or cafés, with two or three residential floors above, depending on the plot’s location and the planning requirements that apply to it.
The big incentive: combine plots, build to G+8
The most important change is for larger sites. A plot of 1,000 square metres or more can be developed as a ground floor plus eight floors of apartments, with a floor area ratio of up to 3.5. The threshold can be met by an existing plot or by consolidating two or more neighbouring plots, and owners may include the access lanes between them, subject to approved procedures. The aim is clear: encourage owners of small plots to join together into sites large enough for well-planned buildings.
Dubai Municipality reviewed infrastructure and traffic requirements with the relevant service authorities as part of the update, and applications are made through the Build in Dubai platform.
Why Al Satwa matters
Al Satwa sits in the middle of established Dubai, between Jumeirah and Sheikh Zayed Road, a short drive from City Walk, Downtown Dubai and DIFC. Central land like this is scarce, and most of Dubai’s new supply is being built further out. Allowing taller, denser buildings here lets more people live close to the city’s main jobs and leisure districts, and makes an older, low-rise area far more useful.
What it means for investors
For landowners in Al Satwa, the same plot can now carry much more floor area. Where neighbours are willing to combine plots, the G+8 incentive can change what a site is worth to a developer. Get the plot’s exact planning terms confirmed before negotiating.
For buyers, nothing is for sale yet off the back of the new rules. Redevelopment takes time: plots must be assembled, designs approved and projects registered before anything can be sold. Expect a gradual pipeline of boutique mid-rise apartment buildings over the coming years, not a sudden launch wave. When projects do come, they will compete on a central address, so location within Al Satwa, the developer’s track record and the payment plan will separate the good ones from the rest.
For the wider area, more residents and street-level shops can lift footfall and amenity, which tends to support rents and resale demand in the surrounding central neighbourhoods.

Plots on internal roads can now have a ground floor and two floors of residential apartments. Plots on external roads can have a commercial ground floor with two or three residential floors. Plots of 1,000 square metres or more can go up to a ground floor and eight residential floors, with a floor area ratio of up to 3.5.
How many floors can be built in Al Satwa now?
Up to a ground floor plus eight floors of residential apartments on eligible plots of 1,000 square metres or more. Smaller plots are limited to a ground floor plus two or three floors, depending on whether they face an internal or external road.
Can I combine plots in Al Satwa to build higher?
Yes. The 1,000 square metre threshold can be reached by consolidating two or more plots, and the access lanes between them may be included, subject to Dubai Municipality’s approved procedures and requirements.
What does a floor area ratio of 3.5 mean?
Floor area ratio is the total built floor area allowed divided by the plot area. A ratio of 3.5 on a 1,000 square metre plot allows up to about 3,500 square metres of built floor area.
Were Al Satwa plots previously limited to villas?
Plots on internal roads were mainly planned for attached villas under the previous framework. The update allows apartment buildings on those plots instead.
Are commercial uses allowed in Al Satwa?
Yes, on plots along external roads, which can have a commercial ground floor with residential apartments above, depending on location and the applicable planning requirements.
How do landowners apply under the new Al Satwa rules?
Applications go through Dubai Municipality’s Build in Dubai platform at buildindubai.gov.ae.
Can I buy a new apartment in Al Satwa today?
Projects under the new rules first need plots assembled, designs approved and registration with the Dubai Land Department before units can be sold. Ovation tracks new registrations and only presents projects once they are permitted.
