Dubai has AED 2.1 trillion of projects under way across housing, aviation, transport, utilities and finance, with more to be announced. Real estate is the largest single piece: AED 1.1 trillion of projects through 2030, delivering about 350,000 homes. Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, set out the figures at the Mohammed bin Rashid Leadership Forum at Dubai World Trade Centre, describing the moment simply: "Dubai is building a city within a city."

Real estate is more than half of the plan

At AED 1.1 trillion, real estate makes up just over half of everything Dubai has under way. The roughly 350,000 homes due by 2030 are the city's answer to a growing population and a steady flow of new businesses. The rest of the pipeline is built to carry that growth: the airport, the airlines, the Metro, the roads, and the power, water and drainage networks underneath it all.

Infrastructure decides where value grows

For an investor, the useful question is not how big the number is, but where the money lands. Three projects stand out.

Al Maktoum International Airport, Dubai South. AED 128 billion is going into the airport, which is designed to handle up to 260 million passengers a year over the next decade. Dubai South and the communities around Expo City Dubai sit right beside it, and that is where a large share of new jobs, logistics and aviation activity will be based.

The Metro Blue and Gold lines. New Metro lines change daily life in the areas they reach. The Blue Line is planned to link Dubai Creek Harbour, Mirdif, International City and Dubai Silicon Oasis to the existing network. Homes within walking distance of a new station have historically been the first to feel the benefit.

DIFC Phase 2. More than AED 100 billion is earmarked for the next phase of the financial district. More finance jobs in the city centre support rents and resale demand in nearby Downtown Dubai, Business Bay and Za'abeel.

What 350,000 new homes mean for buyers

350,000 homes spread over the next four years is a large supply pipeline. It is good news for choice, and it raises the bar for selection. When many projects hand over at once, the ones that hold value are the ones with a strong location, a developer who delivers on time, a sensible payment plan and a clear reason for tenants to choose them. Handover year matters too: compare what else completes nearby in the same year before you commit.

What this means if you are buying now

Pick the community first and look at what infrastructure is coming to it. Check the developer's delivery record and escrow, and match the payment plan to your cash flow. Off-plan still offers the lowest entry point and the longest payment runway; ready property suits buyers who want rent from day one or plan to use a mortgage. A wholly owned property, or several, bought for AED 2 million or more also qualifies for the 10-year Golden Visa.

Frequently asked questions

How much is Dubai investing in projects?

Dubai has about AED 2.1 trillion of projects under way across housing, aviation, transport, utilities and finance, with more to be announced. Real estate accounts for AED 1.1 trillion through 2030.

How many new homes will Dubai build by 2030?

Dubai's housing plans include about 350,000 residential units through 2030, as part of AED 1.1 trillion of real estate projects.

Will 350,000 new homes push Dubai property prices down?

More supply gives buyers more choice and can soften rents and prices in areas where many projects hand over at once. Well-located homes near new infrastructure, from developers with a strong delivery record, are the best placed to hold value. That is why community, developer and handover year matter more than ever.

How much is being spent on Al Maktoum International Airport?

AED 128 billion is allocated to Al Maktoum International Airport in Dubai South, which is designed to handle up to 260 million passengers a year over the next decade. A further AED 328 billion is going into the Emirates and flydubai fleets.

Which Dubai areas benefit most from the new infrastructure?

Dubai South and the area around Expo City Dubai sit beside Al Maktoum International Airport. The Metro Blue Line is planned to serve Dubai Creek Harbour, Mirdif, International City and Dubai Silicon Oasis. DIFC Phase 2 supports demand in Downtown Dubai, Business Bay and Za'abeel.

What are the Dubai Metro Blue and Gold lines?

They are the next additions to the Dubai Metro network. AED 100 billion is allocated to road upgrades and the development of the Blue and Gold lines, which will bring Metro access to new residential communities.

Is now a good time to buy property in Dubai?

A city investing at this scale is planning for many more residents and businesses. The right buy still depends on your budget, timeline and whether you want income now or growth later. Ovation compares options for you before you commit.

Does buying property in Dubai get me a Golden Visa?

Yes. An investor whose Dubai property, alone or across several properties, cost at least AED 2 million and is wholly owned in their name can apply for the 10-year renewable Golden Visa.
